An appendix to the notice contains a diagram that describes the following: in order to continue to support HAs and subscribers through the coronavirus crisis, piH 2020-13 has been published. This notice replaces the PIH 2020-05 communication, extends the waiver declarations previously issued and provides additional exemptions for both housing choice Voucher (HCV) and public housing programs. HAs must file their renewal applications at least 60 days before the extended expiry date of December 31, 2020. PHADA recommended this waiver because HUD was flexible in reviewing plans beyond the 60-day period.

PHADA is pleased that HUD has extended the waiver declarations until the end of the year, as requested by the association. This action will provide HAs and tenants with the stability they so desperately need. Of course, there have been additional steps that HUD could have taken and PHADA will continue to meet the needs of the industry. – Amendment of the waiver: property certifications instead of HQS inspections are valid for up to one year, until the date on which an inspection is to be carried out by the AS (until now, inspections were required until 1 October 2020). It`s not an easy task, and even if you`re not a stranger to work in less than ideal conditions, we work to make your job easier.
